Treadmill: Treadmill Motor control board bad?

My NordicTrack treadmill will power up and start fine but after 2 seconds the belt stops moving. The display is on but will not respond when I push the buttons. Once I power off and on it will again start but only runs for two seconds. I have checked the magnetic speed sensor and that is fine. I have also checked all the connections. When I look at the motor control board the red light is on u til the belt moves, then it blinks and goes back to solid red once it stops. Do you think the control board could be bad?

Treadmill: Sole F63 motor control board

Need help identifying this component (yellow rectangle upper right corner pic #1), in the motor control board for my Sole 2014 F63 treadmill. I believe it's a fusible resistor but can't tell what size, value or type it is.If you know what it is, would you be so kind as to tell me where to get a replacement?

Not sure if this is the root of the original problem (see below) or just an added headache to slow me down and get me yelled at (even more).

Pics (labeled in to right corner)

#1: 1- believe to be bad fusible resistor (FR), 2- believed to be good FR ( Used for reference to check #1, 3- power indicating LED (On when power to board though transformer), 4- speed indicating LED(see below), 5- dark adhesive, capacitors have good (increasing) resistance

#2: test point 1-2 good conductivity with beep, 2-3 no beep 150k ohms

#3: test points 1-2 (not R5, but fuse 2) good conductivity with beep, 0.03 ohms

Original problem:
The display on my F63 treadmill 2014 will not come on (no lights or display values) after a loss of power (unplugged, power outage etc), and the speed indicating LED on the motor control board blinks when the treadmill belt is not moving, will blink quicker if I manually move the belt, and continues to blinks when I disconnect the speed sensor/reed switch. When I power the TM on it beeps a few times then the led begins to blink ,but no lights on the display. I can get the display to work by disconnecting/reconnecting wires on the motor control board and the ones that connect to the display board, never the same solution twice. When I check connectivity between the speed sensor connection on the mcb and the wires to the display board the led stops flashing. When the wires to the display board are disconnected the led is solid.

Thanks for any help.

I went through the manual and did everything they suggested, called New Balance (still waiting for a call back), left unplugged for a whole day and nothing works. When you first plug it in, the light comes on but then the machine just shuts right off. It's like it ins't connecting in the deck part, the area where you press power and speed and all that.
Treadmill: Circuit control board not doing its job.

have a True brand treadmill, model 350 HRCB. Purchased in 2002 and still in excellent shape. Drive motor for the tread does not work. Everything else works fine. Had a treadmill service company come out to make the repair. They tested the motor by itself and found that it does work, but the controlling circuit board does not. So the motor will not run.

Searching for a replacement board has been unsuccessful from the manufacture or on the outside market.

Can the board be repaired???? Can anyone support and advise on these types of repairs?

Hello Jayeff and thank you for your reply. There is only one board in the treadmill and a photo of it was in the original post. I think that board controls the motor speed of the moving tread and the incline adjusting screw gear motor. The incline feature still works perfectly well, just the tread belt motor will not run. Here are a few more pictures of the board:
