My laptop is dell vostro pp38L i have get these as a gift and also i dont use it that much but during thes situation of covid 19 and online classes i need to fix it my laptops battery is dying day by day it doesnt have a good proceesor and doesnt have a good storage and ram it doesnt have a windows 10 and doesnt have any webcam so i need to fix it. If it can be fixed i am lucky but if it doesnt then i have to find another new laptop

why is that when i press my laptop power button the windows appear but the light will be on for longtime without displaying anything and it will be making noise, when the battery is been removed and inserted again it displays a writing as' diagnosing your PC'?
