Dell Precision T1650: Why is it not accepting any form of windows installer?

What I've tried:

1. Tried replacing the dead CMOS battery.

2. Checked/tweaked bios settings (Boot sequence, security settings, etc)

This computer was from a school, But everything was wiped before I got it (including bios settings).

I can't figure it out.

ALTHOUGH, I was able to get ubuntu 19.4 installed and working perfectly well

(For reference: I was using terminal to make the installers. )

While trying to open my computer case, I accidentally pushed too hard, breaking the top latch. The bottom latch is still intact, but I can't open the case because the top latch is broken. So, how can I open the computer case?
