Dell Laptop AC Adapter: LED Off on AC Adapter - Won't Charge

What should I check first?

End of cable that connects to PC? Other end of this same cable connecting to the power supply? The connection where the power supply is connecting to outlet? (Not the cord itself but inside of the supply)

If someone could give me the proper terms, or a better way to describe these items I'd appreciate it!

I just acquired this AC adapter and quickly realized the LED indicator on the unit would not light up when plugged in.

I removed the case for power supply, did some wiggling and when I plugged it back in the LED indicator came on.

After doing this, I attempted to plug it into the PC. Shortly thereafter the LED went off again. I did not initially notice that the end that connected to the PC had seeming exposed wire (looked like tubing got pushed back).

Could the AC Cable Adapter Outlet (How to Repair a Frayed Dell AC Adapter Cable) result in the LED not lighting up on the power supply?

Dell Laptop AC Adapter: Plugged in but not charging?

Whenever I plug in my laptop, the indicator shows "Plugged in, but not charging".

1) I have to wiggle or find the perfect point to get my laptop to start charging.

2) Once getting into charging state, I can move, pull, or do whatever physically with the wire + plug and it will not leave charging state.

3) Unplugging the outlet and plugging back in brings back "Plugged in, but not charging" notification, and I have to do the whole wiggle thing to get it to charge again even though I did nothing physical to alter / change the position of the AC adapter wire + plug.

Dell Laptop AC Adapter: Laptop will not charge in cart, but will charge with external adapter.

We have a Dell cart that holds 30 Dell Latitude 3340's. Specific laptops have started to not charge while docked in cart. They will charge with external AC adapters. The path is the following: Power goes to cart, AC adapters are plugged into outlet behind laptop, AC adapter plugs into a female-to-male adapter that is mounted to a try, laptop slides into tray to charge. I have tried changing the battery, changing AC adapter, changing tray. Nothing seems to get the laptop to charge via the dock. Other laptops charge in the same tray.

I fixed the dc output jack which was had broken ground wire. Plugged into the laptop. Laptop doesnt recognize it anymore. Dell inspiron 13 7352. I was getting 19.4 v across it. After reworking thrice, its dropped to 18.97v. But the connection are intact both on the jack as well as on the motherboard. Continuity test checks out for all 3 pins +ve -ve n sense/id signal form the adapter to the motherboard. My laptop runs for now on the remaining battery power from the earlier charge. Did I corrupt the id ic on the adapter circuit? Or should it output exact 19.5v along with the correct ID for it to work?
