Dell Latitude 3540: 1 beep continues and a black screen

I have a Dell latitude 3540 and when I press the power button, it turns on and has 2 lights that turn on one being the hard drive and that light turns off and when it does that it beeps once and keeps going and the fan spins, and I don’t know what to do now and the fan sounds like a airplane taking off...

I need to replace the keyboard on my 3540. How would I do this, as Dell seems to have secured it with Little black plastic dots.

I have a dell latitude 3540 and when I press the power button the fan spins and 2 lights come on (both white) then 1 light goes off then it doesn’t stop beeping, the ram isn’t the problem..... My charger works...
