Dell Dimension 4500S: My computer is stuck on standby. what do I do.

I've had my DELL 4500S home COMPUTER IN STORAGE for over a year. Tried to hook it up and it wont turn on. The light is orange. I think its stuck on standby. I tried restarting it but I get the same thing. And there doesn't seem to be connection between the computer and monitor. It is in standby also

Computer video is working sporadically or most of the time not at all. I think it needs a video card. What can I purchase for this machine.
