Chipper Shredder: Excessive motor sparking. Is this motor armature repairable?

I was given a broken park force leaf shredder to practice my repair skills on, and hopefully save from landfill! There were a few issues with it but I'm mainly struggling with excessive sparking in the motor commutator, blue/orangey sparks going all the way round.

I'm not experienced with the nitty gritty of motors but have done a bit of research and tried cleaning the commutator bars with light sandpaper, but it didn't help. I've also tried the resistance test for bars that were next to each other and there were at least 2 sections of 4 bars that seemed to no continuity and when testing the bars 180 from each other I couldn't find a pair that actually had continuity!

Is there anything futher test I should be doing? Is this armature repairable? The shredder does seem to spin the blade so technically does function but I'm worried that introducing dry shredded plant material with that sparking might start a fire...
