Bissell Powerglide Cordless: Why is my vacuum blowing everything out?

So the bissell I have is not the one pictured bc it did not have that option. It's a typical corded vacuum with the suction hose. I have cleaned out my vacuum thoroughly making sure there are no clogs and the hose is in the right place. The bottom of the vacuum will not suck anything up. It just rotates in the brush and blows right back out. When I use the hose, the debris travels through the hose, spins in the dump container, and then spits out of the bottom. Why is this happening??
