BRICOLAJE DOMESTICO: My outside water bib needs to be changed and it's been painted over s?

My outside water bib is dripping constantly. I've tried adding another valve downstream on the original valve and the new valve and adapter leaked worse than the old valve. I thought, I'll take it apart and replace the valve seat rubber and repack the stem packing. I couldn't do that because the valve was seized onto an all-thread nipple threaded into a PVC pipe that had been painted with numerous coats of paint. I don't want to crack the "PVC Tee". I've tried penetrating oil, and it didn't help. The paint is hard. It has glued everything solidly.

BRICOLAJE DOMESTICO: Can we add a fan speed regulator to an exhaust fan?

I have purchased the following exhaust fan.

https://havells.com/ventilair-ds-hs-reve...

It has no speed control (just ON / OFF). It uses an induction motor and runs on single phase AC / 50Hz at 65W (Fan Duty Capacitor Start & Run motor). It has reversible functionality (meaning it has a switch which can be used to switch directions while in operation).

It rotates at 2300 RPM with a sweep size of 230 mm. The high speed produces too much noise. I'd like to reduce the noise. I was thinking of adding a 100W ceiling fan regulator to control the fan speed / noise.

Are there are restrictions / limitations on doing this?

Thanks!

BRICOLAJE DOMESTICO: How to repair skim coating on basement walls

I live in a 115 year old house.

It has a brick over concrete foundation. The basement interior was originally skim coated. Unfortunately, much of the skim coating is coming loose and it is letting in some dampness. The majority of the skim coat on the concrete has come off and quite a bit of the brick area is getting exposed.

I have begun the process of scraping the walls, to try to remove as much of the loose coating as possible.

There is quite a bit of scaling on the concrete and I will be needing to fill in several areas with a hydraulic cement on the brick areas.

My main question is how do I repair the original skim coat, and finish waterproofing the walls?

Thanks

The top photo is the wall I am working on now. The pipe was the drain pipe, connected to the sewer. It is plugged and the downspouts divert the water at least 3 feet away from the house. The wall above the pipe is brick and below is concrete.

It is a multi-family house. We assume the walls were skim coated by the builder, since the entire basement is skim coated, then divided for individual storage cellars.

The 2nd photo is the adjacent wall, but I haven't cleared away in front of it to work on it. Too much stuff to move all at once.
