BLU Dash JR D140: says radio off when I try to make a call

Trying to activate the phone. The screen says removed sim card. The card is in but when you try to make a call the screen says "radio off" call not sent dial emergency #. Called Tag mobile, they said to try the sim card in another phone. We don't have another phone that takes the mini sim card. anyone with any ideas? This is a disabled client of mine, limited income, so has this phone and he needs it to work. Thanks to anyone who has an idea we could try.

I can no longer take pics with my front camera, it only works for selfies but the outer camera will not work, why? And wut to do?

BLU Dash JR D140: Can't connect to WiFi even though strong signal?

In phone set up I entered my password, It started up and the a message said disabled. Now when I try to reconnect it says strong signal but unable to connect.
