ArmorAll AA255: Why is the vacuum not picking up anything other than light dust?

I got this vacuum some years ago and noticed over time it slowly stopped being as powerful. Now, when I try using it, it only collects very light dust from the car or the floor.

The vacuum will not suck up dirt, because sealer gasket, around the top cover, is torn.

Is the gasket replaceable?

When I use this shopvac in my workshop the wood dust quickly collects on the filter instead of falling to the bottom.

I saw that in some shopvacs you can use bags to collect the dust, does this shopvac have that feature and if yes where can I buy them?
