Netgear Arlo: this camera is offline and will not connect with the base. 1 yr old

I have re-installed the camera and it worked for a little while (Close to the base).

now nothing.. fresh batteries installed... nothing.. blinking red light when I try to re-connect VIA the "Sync Buttons"...now it seems only usefull as a tiny boat anchor.

Not connecting to base station. On 2.4 wireless, reset hub, battery good, manual sync, still not registering.

when the system comes up on my phone it tells me to change the battery it says the battery level is too low. I have a spare battery and keep it charged all the time. is there something wrong with the device or is it the batteries?
