Apex Tablet 7: Touchscreen is not responding

The touchscreen is not responding to input. The tablet turns on fine, but it won't let me do anything with the touchscreen. Help please?

I turn on my tablet, but it gets stuck on the loading screen and never gets to a menu or password screen. What can I do to fix this?
