then back down, then off. Repeats with subsequent attempts.

Filters have been replaced. One Electrolytic capacitor replaced that had bubbled.

Tested and no change,

it Will not start the fan, just repeats light up and down sequence

and I had just purchased new filters for it thinking that was part of the problem.

Nope. I have not isolated the problem yet.

The lights are ever so slightly lit when pressing buttons it makes light get brighter and when released it goes back,

The only fix i found is unplug it and plug it into another slot,
Whats happening with this?
