My phone continuously turns on, shows alcatel Android on the screen, than immediately turns off again, than repeats, it won't stop, I can't get it to turn off and stay off and I can't get it to go past that screen just on off on off on off and it wont do anything else and I can't remove the battery

In the middle of the night I woke up because I kept hearing the same vibrating noise over and over. I realized that my phone was repeatedly turning off, and in the midst of turning on, would turn itself off again. I grabbed it off the charger and touched the screen while it was turning on this time, and it seemed to turn on fine so I plugged it back in and fell asleep.

However, this morning my phone will not turn on at all. I've already taken the battery out to see if that would fix it but to no avail. What could be the problem and what can I do to fix it?

My alcatel one touch pop icon will not connect to the internet when I'm out. I can only get it if I'm at a location with wifi (and sometimes won't work there). Before I began having issues with this phone I could go practically anywhere and still have internet connection by just having my data connection on and my wifi but that no longer works. I really do need this feature of being able to access the internet from my phone. Any suggestions on how I can solve this issue?
