Acer B326HUL: Acer XF Monitor not getting power. Any ideas on how to repair?

One of my friends has an acer XF monitor that is not getting power. The cords work bu the monitor is not getting power. The power LED is not even turning on.

Hello,

Sorry I chose any device above as I could not find AOC. LcD monitor WJI780PI. Power rating 100-240v-60/50hz 1.2 . It is connected to a DVR4-4580v. There was a power outage which lasted for several hours. When the electricity came on all devices came back on apart from monitor. I swapped the power cable with another and when switched on the monitor power light lights up for a few seconds and then disappears. Is there a way to fix this?

The DVR works fine, but I need a monitor. I am worried if I am able to get this fixed or replaced this may happen again as the same issue occured years ago during a storm resulting in the first monitor breaking. The DVR , monitor and router are all connected to a extension cable. I am to replace the cable with a surge protected one. Any device will be helpful- does one think that this will be enough to avoid this from occurring again?

Please see attached images of motherboard. I cannot see any burned out parts , perhaps I am missing something?
